Your telegram No. 513 of the 18th September: transit of arms to China viâ Burma].

Assurance that goods exported from the United States of America for Chinese Government will not be stopped en route is being given to United States Embassy here, subject to the proviso that the documents of the ships in which they are carried should clearly indicate their destination. It will also be possible to give similar assurance in respect of goods exported from the United States of America to other neutral destinations, if further assurances are requested.

2. All ships are, of course, liable to be stopped to establish identity and for examination of their papers. If, however, this examination proves satisfactory they will be allowed to proceed without further hindrance.
